Quebec to crack down on masks as frustration surrounds COVID-19 test access

Quebec has announced it’s cracking down on people who refuse to wear masks where required, with fines of $400 to $6,000, as COVID-19 cases rise in the province. But the new rules don't address large private gatherings and the public is frustrated about access to testing.
